Chapter 12 in Do Economic Sanctions Work?, 1992, pp 196-199 from Palgrave Macmillan

Abstract: Abstract Things finally began to move towards a settlement on 2 November, when, as we have seen, the Majlis approved a report by the Special Commission endorsing the four conditions for the release of the hostages laid down by Ayatollah Khomeini. On the same day, President Carter announced that these conditions appeared to offer a positive basis for a solution. On the following day, Prime Minister Radjai and US Deputy Secretary of State Christopher met Algeria’s ambassadors in Tehran and Washington respectively and agreed to Algerian mediation.
