Groot and Jan Plantinga Chapter 10 in Economic Maladjustment in Central America, 1993, pp 147-163 from Palgrave Macmillan Abstract: Abstract The Sandinista agrarian reform in Nicaragua brought major changes to the land tenure system and the agricultural economy. Based on an interpretation which gave to the agro-export sector the most dynamic role in the economy, the agrarian reform must be understood as a mean of implementing a strategy of agro-industrial development. The key element within this dualist model was the state sector. Due to both external (the war and the economic boycott) and internal factors (inefficiency and inflation), the model turned out not to be viable. The Chamorro government that took office in April 1990 started to reactivate the economy, beginning with the agro-export sector. A commitment was made to respect the rights of those who benefited from the Sandinista agrarian reform; however at the same time it was decided to review the cases of ‘confiscation’ carried out during the 1980s. In this chapter, we examine the prospects for state farms, cooperatives and individual peasant holdings as well as for the official Agrarian Reform Institute.
