Abstract:
Abstract The opening section of this chapter provides a historical background to the Uruguay Round dealing with the involvement of the EC in recent changes in the structure of world agricultural trade and earlier rounds of GATT negotiations. This is followed by a short section on the Punta del Este Declaration which launched the UR in 1986. There next follows a longer section dealing with the evolution of the EC stance on agricultural policy and trade reform during the negotiations. A fourth section discusses the convergence of negotiating positions, particularly between the EC and the US, as well as the late drive for CAP reform, ostensibly for purely domestic reasons. A fifth section outlines the Dunkel draft agreement on agriculture and discusses the obstacles to its acceptance by the EC. In the concluding section we attempt to compare what the EC hoped to achieve from the Uruguay Round agricultural negotiations with the actual outcome.
