Abstract The world is at a turning-point. With the end of the cold war and superpower competition, multipolar politics have replaced the bipolar world of the past. Events as diverse as famine in Somalia, ethnic conflict in the former Yugoslavia, and political crises in parts of the former Soviet Union suggest that the very concept of the nation-state may be at risk.1
