Abstract:
Abstract Recent performance of the low-income countries (LYCs), the majority of which are in sub-Saharan Africa, has been dismal. Moreover, this cannot be simply laid at the door of poor internal policies. Adjusting LYCs have tended to do better, but they have had financial and technical assistance. It would have been a disaster for international collaboration if non-reformers were out-performing reformers.
