Abstract: Abstract Since the initiative taken by Mexico, Venezuela, and other countries in the 1970s urging the creation of “New International Economic Order”, there has been considerable talk about the need for a “New World Order”, but the issues have not been well focused (frequently emphasizing only military security), and the dialogue has been warped by national interests. The “New Order” must begin as an economic one, with the other aspects following. The need to begin with economic relations was well recognized in the formation of the European Community and in the present efforts to structure regional associations around the world.
