Abstract:
Abstract The heads of the 12 governments of the member countries of the European Community (EC) met in Maastricht, at the southern tip of the Netherlands, on 9 and 10 December 1991, to decide whether to proceed with a European monetary union, together with some constitutional changes which they grandiloquently called political union. Although some governments were disappointed with what was achieved in the latter area, on monetary union there was virtually full agreement on the treaty changes that most of them desired.
