Abstract: Abstract Privatization in Jordan, as is often the case in other developing countries, lacks four basic ingredients in the relationship between privatization, decentralization, participation, and development. These are: reforming SOEs, bureaucratic reforms, crowding in the informal sector, and legal decentralization.
