Paying for Social Security — an Ever-rising Spiral?
William Goodhart
Chapter 16 in Welfare and Values, 1997, pp 176-184 from Palgrave Macmillan
Abstract:
Abstract Just over 50 years ago Sir William Beveridge produced the Report which made him a household name. Building on the rudimentary system of social security pioneered by Lloyd George between 1909 and 1911, Beveridge proposed a comprehensive framework of social security benefits. His ideas were to a large extent brought into operation by the Attlee government of the late 1940s. They are still the foundation of the social security system we have today.
