Abstract: Abstract In recent years African countries have shown an increasing interest in biotechnology.1 This interest has been enhanced by the growth in awareness of the subject generated through the recent negotiations for the Convention on Biological Diversity. Biotechnology has been viewed largely as a technical issue. However, the ability of the African countries to derive significant benefits from biotechnology will depend largely on the degree to which they reform their national policies to facilitate the acquisition and adoption of capabilities associated with biotechnology.
