Abstract: Abstract In the recent past many governments in the developing countries have failed their peoples by not being able to undertake the desired measures, and the best possible governmental process to achieve the developmental goals. The World Bank attributed the failure of these governments in achieving the developmental objectives to the problems of governance (World Bank 1989). Governance can be seen as a form emphasizing on political plurality and economic liberalism, a process that is conscientious and transparent, the capacity of government in managing regulatory, service, and programme delivery activities through control and empowerment and the capacity to ensure accountability (Table 11.1; see also Hasan 1998b).
