Abstract:
Abstract Only a couple of years before the turn of this century, Europe is facing the task of building an effective Economic and Monetary Union (EMU) without destabilizing financial markets and/or deconsolidating democratic processes. At a time of increased capital volatility, of high unemployment and of social exclusion, the strengthening of financial governance and the consolidation of democracy emerge as two of the most important challenges for the Union.
