China and Japan: Conflict or Cooperation? What does Trade Data Say?

Hanns Günther Hilpert

Chapter 2 in Japan and China, 2002, pp 32-51 from Palgrave Macmillan

Abstract: Abstract The relationship between Japan and China goes back some 2000 years. Both countries are closely connected in a web of mutual political, cultural and economical interactions. The nodes of economic contacts range from bilateral trade in goods and services to Japan’s foreign direct investment (FDI) in China, its transfer of technical and management know-how, its official development aid (ODA), and the migration of labour from China to Japan. Since the opening up of China in the late 1970s, the bilateral relations have become ever more close, intense and complex. Apparently the recent bilateral economic relations have proved to be mutually beneficial. Nevertheless the unresolved legacy of the Second World War, the political rivalry as well as various contentious economic issues gave birth to bitter conflicts between these two politically and economically leading nations of East Asia (comprising Japan, China, Taiwan, Korea and Southeast Asia). The simultaneous occurrence of benefits and conflicts raises some basic questions: Is the SinoJapanese relationship inherently conflictive or cooperative? Which aspect of the relationship prevails? Can the conflicts be resolved? How are the benefits distributed?
