Measuring the Effectiveness of RTOs

Pradosh Nath and N. Mrinalini

Chapter 6 in Organization of R&D: An Evaluation of Best Practices, 2002, pp 56-85 from Palgrave Macmillan

Abstract: Abstract We have described the practices for a few chosen critical processes of an RTO. These practices have been observed for 60 RTOs all over the world. Is it possible to choose the best practice out of a set of practices related to a process? To qualify the question further, the best practice has to be one that will ensure the effectiveness of an RTO’s activities. To be able to deliver a precise answer to the question of best practices, some sort of quantification would be necessary for measuring the performance of practices under a particular process. What we need, therefore, is process-wise performance indicators so that practices can be compared with each other and the best practice can be benchmarked. What would be the right performance indicator and how can we arrive at the appropriate indicator? In the Annexure, along with the sub-process-wise practices, we have also listed the performance indicators used by the WAITRO study and also the best practices arrived at by the study. In this chapter, we shall discuss the issues related to these performance indicators and best practices.
