The Negotiation on Agriculture: the Regional-Multilateral Relationship

Abstract:
Abstract The relationship between the proliferation of regional economic agreements on the one hand, and the process of global economic integration on the other, is largely complementary with influences travelling on a two-way street. Most of the time one is inclined to think of the impact of regionalism on multilateralism; but attention should also be paid to the contributions made by multilateral rules to a sound ground for regional trade flows. This complex dual relationship can be exemplified by the case of sugar, revealing the linkages between the political economy of regional and international policy-making. Mercosur brought about a convergence of policies among its members, which reverberates on the countries’ participation in the World Trade Organization (WTO). On many issues Mercosur speaks with a single voice, potentially yielding more market power for its members. However, many of the conflicts inherent to a regional integration initiative are played out by Mercosur members using WTO norms and rules including its dispute settlement system.
