Abstract: Abstract This chapter seeks to analyse the behaviour of the private sector in terms of tourismTourism during the twentieth century, specifically, in the first third of that century. In other words, it explores the relationships that existed between companies and the StateState in a period in which the institutional framework was changing substantially. Perhaps this variation was more pronounced in SpainSpain than in other countries of Western Europe, due to its historical evolution. Indeed, we must not forget that, in the first third of the twentieth centuryFirst third of the twentieth century, there was a succession of several regimes in SpainSpain: a liberal parliamentary systemLiberal parliamentary system, a dictatorship with a king as Head of StateState and a democracy under the Second RepublicSecond Republic. This generated different institutional frameworks that gave rise to different relationship models between private tourismTourism agents and the Administration. In this case, this paper focuses specifically on the hotelHotel industryHotel industry.
