Abstract:
Abstract This chapter proposes a slightly modified framework for policymakers and academics when using information technology as a means of addressing development problems, introducing a series of questions that should lead policymakers to decide if, how, and when information technology interventions are appropriate in a given context, and, if so, how to design, test, and evaluate them. It points out some of the “pitfalls” related to using digital for improving development outcomes in sub-Saharan Africa.
