Abstract: Abstract Non-profit organizations have been hit hard by the crisis that began with the pandemic in 2020 and continues to the present. Some of the state support measures are designed specifically for NPOs, but in most cases, NPOs fall under the measures to support small and medium-sized businesses. However, NPOs have the opportunity to attract “cheaper” money (grants, subsidies, subsidies from the state), while 100% entrepreneurial structures are not. In this chapter, we propose the empirical analysis of study of the inequality in opportunities for attracting extra financial resources. The study is devoted to the analysis of these issues in Russian NPOs and an attempt is made to propose solutions on them applying a multi-criteria analysis based on the AHP method.
