Abstract: Abstract In line with the analytical proposals underpinning this book, this chapter examines the Brazilian social policy system in order to identify the challenges and possibilities of a new pattern of social and economic development. The main objective has been to review the historic process of construction and development of the twentieth-century Brazilian Development Welfare State. This review has emphasized the institutional and political legacies that may, in the future, either favour or limit the achievement of a new social contract, and the creation of a new democratic, and inclusive, model of development — one in which social protection interacts with the economic sphere, fostering economic growth, as well as greater social equality among its citizens.
