Abstract: Abstract Industrial restructuring can be and is affected by social security schemes and, especially, by their ongoing and planned reforms. Nowadays, unlike one or two decades ago, social security issues are at the top of the policy agenda. Successful industrial restructuring requires not only flexible labour markets but also a well-designed and properly operating social security infrastruct ure. If it does not correspond to the challenges faced by societies it slows down the industrial restructuring.
