Abstract: The targeting of public health expenditures in Peru is analyzed in a double way. In the first part, an analysis of the actual distribution of public health expenditures, between social strata and between regions, shows that it this expenditures are distributed inequitably. Users' fees do not concentrate in those who have more capacity to pay. The second part proposes a multipleway strategy for improving the targeting of the public health expenditures, including giving priority of maternal and child health care, the adaptation of these services to the cultural requirements of indigenous people, a gradual geographic reallocation of public health funds towards poorer and needier regions, the improvement of self-selection promoting private services and the individual identification of the poorest by "proxy-means test" methods in some areas.
