Abstract: A theory of consumer behaviour is proposed which differs from the conventional approach. Flexible prices are introduced for goods as a measure of quality. Empirical results are presented which provide insight into the effect of income, household size, and price level on the demand for quality. .Some proposals are offered on the use of quality effects in policy formulation.
