Abstract: It takes almost 3 years to seek approval of the CDA for the construction of a high-rise building. The biggest source of sludge comes from the NOC required from Civil Aviation Authority and the Environmental Protection Agency – the two agencies together take around 1.5 years (9 months each) to allow construction of a high-rise building. (This sludge can be almost eliminated, in the manner described below).
