Abstract: The state makes use of this authority not only inside but also outside its territory to the extent to which the effects of the activities performed outside have an influence on its territory. Contrary to a state, the European Union doesn’t have a territory of itself, in the traditional way of meaning. It neither acquired territories nor has the possibility of ceding or protecting them from being invaded by foreigners.
