Abstract: EU governments – like other governments in the world – have had to live together with fundamental changes and continuities in the economic, political, social and cultural environment of governance and public administration. This paper will raise three main questions: – What are the fundamental, long-term changes in the economic and socio-political environment of the governments? – What challenges have been emerged for the governments? – What are the core requirements of the governmental responses? Do we need to think about new models for public administration?
