Abstract: The paramount importance of the whole issue of global warming is reflected throughout all public and private structures, either local, state or international. In terms of action, public authorities have the major responsibility to generate and implement public policies, of a legislative, economic and administrative nature. The identification of appropriate instruments implies on the part of public authorities, including administrative ones, a culture / institutional competence in addressing climate issues. In this respect, there are major gaps between the states involved in solving the "climate dossier" and an objective assessment can be based on criteria for the national regulatory framework on climate and the involvement of citizens in its development and consultation in adopting related administrative decisions.
