Attracting foreign investments in the Western Balkans region and state aid: a race to the bottom or necessity?

Abstract: (English) The aim of this study is to consider the current situation with the development of public policies for the state aid to countries in the Western Balkans region in the context of attracting foreign investments and identifying possible implications for regional economies from stimulus-based policies. The study provides an overview of the placement and status of the state aid to foreign investments in the countries of the region; understanding the place and significance in context of building a functioning market economy according to EU standards and emphasizing shortcomings and opportunities through such policies. This study is also trying to determine connection between the inflow of foreign investment and the impact of state aid. The study gives conclusions and recommendations for improvement in this area, which in turn are addressed to both decision makers and the general public. (Macedonian) Целта на оваа студија е да се разгледа сегашната состојба со развојот на јавните политики за државна помош во земјите во регионот во контекст на привлекување на странски инвестиции и да се идентификуваат можните импликации врз регионалните економии од политиките кои се базираат на стимулации. Студијата дава преглед на поставеноста и состојбата со примената на државна помош за поддршка на странските инвестиции во земјите од регионот за да се разбере местото и значењето во контекст на градење на функционална пазарна економија според стандардите на ЕУ и за истакнување како на недостатоците и на можностите преку ваквите политики. Оваа студија исто така се обидува да утврди врска помеѓу приливот на странските инвестиции и влијанието на државната помош. Студијата дава слика, заклучоци и препораки за унапредување во оваа област, кои пак се адресирани како кон носителите на одлуки, но и на општата јавност.
