Accompanying the development of handcrafts: what roles for the chambers of handcrafts? Three problems and a road map on the path of reform

Abstract:
The chambers of handcrafts constitute the tools of development for the crafts sector. It is known that any defect in the tools of development will impede the development of the sector in question. However, these chambers, despite all the positive results that they have reached, many of them are still linked to state support, and some of them record budget deficits. This paper dealt with three basic problems, the status of the elected officials, the restoration of financial balances, and poor monitoring. The paper then provide practical solutions to restore the dynamism of chambers of handcraft and to boost their activities according to a road map that included: Improving the performance of the elected officials, improving the self- and quasi-tax financial chambers' resources, adopting a monitoring and evaluation system and strengthening human resources management to improve quality and effectiveness. The article also draw attention to the need to strengthen the system's capacity for forward-looking planning, strategic thinking and to respond quickly and appropriately to key developments.
