Implementing the Operational Situational Picture: A Threshold-Driven Process Model, Routine Formation, and the Ordering of Further Perspectives for the German Industrial Mittelstand

Abstract:
Four preceding working papers describe what an operational situational picture must look like. None of them describes how it comes into being. The gap is named in three places. The build sequence stands as an untested proposition without a procedural model, action coupling is treated as the practically most consequential variable without any account of how it is established, and the measurement model of the fourth paper supplies an ordering that so far serves assessment only and not guidance. This paper proposes a process model resting on two claims. The first concerns the object of implementation. What is introduced is not a tool but an information product together with a management routine, and two of the construct's seven characteristics are properties of the organisation rather than of the product. An implementation that addresses the product side alone does not introduce a situational picture. The second concerns order. Because the construct is defined by exclusion, the order is neither free nor given by phases. The next step is always the one at the currently binding characteristic, that is, at the weakest point. The model thus converts the reporting form of the measurement model into a step rule and orders implementation by what currently prevents membership of the class rather than by the state of a project plan. The form of combination from which this rule follows has a precedent in implementation research. A model published in 1996 derives implementation effectiveness from two variables, neither of which can substitute for the other, and sets out the consequences for six cases. This supports the form of the combination, not the substance: there the two variables are conditions of use, here the characteristics are constituents of the definition. Three findings run against the proposal and are reported nonetheless. First, the step rule does not order the beginning, because before the first threshold is crossed no characteristic binds more than any other; the entry order is therefore a stipulation and is marked as such. Second, the observation of an early and brief window for adaptation argues against leaving the remaining characteristics untouched. Third, a threshold once crossed is not a permanent possession, so the model requires a path backwards and provides one. A test of the author's own approach concludes the main part. It is unfavourable. The author's service offering is a stage model of precisely the kind this paper criticises. Six propositions state the effect claims as testable conjectures. The paper is conceptual; it contains no empirical study and no trial of the proposed model.
