The Content of the Operational Situational Picture: Element Taxonomy, Reference Content, and Domain-Specific Instantiation for the German Industrial Mittelstand

Abstract:
Five preceding working papers define the operational situational picture through seven characteristics, trace its causal chain, clarify its coupling to machine procedures, render it measurable and describe its implementation. None of them states what a situational picture consists of. The first paper closes its domain section with the observation that the structure is invariant across subject areas and names four building blocks in a subordinate clause. That sentence has never been worked out. This paper works it out. It codes six situational picture tools built by the author at two levels, the level of display components and the level of data fields, and derives fourteen content elements in four groups: the frame, the condensation, the reliability and the connection. For each element it states purpose, assignment to a characteristic of the construct, minimum content and delimitation against the neighbouring element. The resulting order is held against two external, legally binding content prescriptions, the layer structure of the situational pictures of the European border surveillance system and the level based response order of the same regulatory family, as well as against the five dimensions of a public agency situation report. Four findings carry the paper, and three of them are unfavourable to the author's own stock. The first is the most important. Ten of the fourteen elements appear in all six tools, and none of those ten is the action connection. The characteristic treated as a moderator in the first paper and as a factor in the fourth is the first to be dropped in construction. The theoretical frame explains why this is no accident: models of situation awareness separate the assessment of a situation from the decision, and the built stock falls back to precisely that boundary, while the construct definition crosses it. The second concerns anticipation. It is carried as a field in one of six tools and appears in the others at best in the free text of a signal. The first named characteristic of the construct is the weakest in content. The third concerns reliability. It is carried in one of two places, aggregated across sources or per individual signal, and no tool carries both. The external prescription requires both and makes the statement per report a mandatory component of the report. The fourth concerns the author's own account. None of the six texts in which the author describes the construction of his situational pictures mentions the action connection, the cadence or ownership. The described construction is shorter than the built one, and it is shorter at precisely the point where the built stock itself has gaps. A promise in the author's own marketing material, that each of the six tools does not end at observation but carries measures with responsible parties and deadlines, holds for four of six. Six propositions state the effect claims as testable conjectures. The paper is conceptual. It contains no survey of users, and the assignment of elements to characteristics is a stipulation by the author.
