Societal aspects of the effectiveness of economic processes

Abstract:
Analysis of public production system efficiency has two aspects: assessment of the process of its functioning, and assessment of its effectiveness in terms of system's useful function (the extent of implementation). Traditionally we consider the efficiency of process as the ratio of result to costs, but this characterizes rather the way, but not the extent of implementation of this function. If irrigation system is designed to 100 hectares of cultivated areas, but actually it irrigates only 1 hectare, it is obvious that system effectiveness is insignificant even if the costs of its functioning are negligible.
