Methods of network industries regulation

Abstract: This article deals with methodological aspects of utilities´ regulation. First, basic principles of regulation and specialities of firms operating in utilities´ industries are explained. Next, the article discusses three basic regulation methods, including cost-of-service (COS) regulation, incentive (PBR) regulation and yardstick competition. Subsequently, basic principles of setting regulated prices and their adjustment over time are discussed.
