La mutation de l'industrie: trente critères pour juger des forces et des faiblesses des vingt secteurs de l'industrie

Abstract: [spa] Este artículo define un conjunto de criterios cuantitativos aptos a descubrir los posibles rumbos: de una reactivación industrial, hoy día imprescindible. El elaborar tales criterios se averigua temerario. A fin de conseguir una información adecuada, dichos criterios no han de ser muy numerosos, ni tampoco han de omitir ninguna preocupación importante respecto a polftica industrial. Con objeto de no prejuzgar de la posible diversidad de las opeiones, estas han de ser multiples. Han de tener en cuenta los limites del informe estadístico disponible. Concision, flexibilidad, ahondamiento constituyen un conjunto de requisitos por cierto contradictorios. Un « gráfico sectorial de análisis multicriterios » constituye el centro de ese intento. Sobre la base de dicho gráfico, ván presentados a grandes rasgos los principales carácteres de los cambios acaecidos en la industria a lo largo de los años del sesenta. Los principales terrenos en los que intervinieron las transformaciones de mayor consideración ván resenados uno tras otro. Trátase de la concentración del aparato productivo industrial, su productividad y las inversiones llevadas a cabo, su rentabilidad y, por último, su posición dentro de la economía mundial, examinada a la vez, desde el doble punto de vista de su dinamismo en los mercados internacionales y de su especialización. [eng] This article defines a set of quantitative criteria allowing to determine the possible directions of industrial reconstruction wich proves essential nowadays.. Elaborating such criteria is a difficult undertaking. In order to lead to an adequate information, they should not be too many. Nevertheless, they should not put aside any of the important problems concerning industrial policy. Without prejudice of the possible diversity of the options, they should be multiple. Finally, they should take into account the limitations of the available statistical information. Concision, flexibility and deepening : as many requirements obviously contradictory. A « sectorial diagram of multicriteria analysis » constitutes the center of these steps. The leading features of the changes carried out in industry during the sixties are boldly outlined in the diagram. The main grounds which form the subject of the most important changes are dealt with, one after the other. They concern the concentration of the industrial productive tool and its productivity, inversions carried out, rentability and, finally, position within World economy, both evaluated from the point of view of its dynamism on Foreign markets and its specialization. [fre] Cet article définit une batterie de critères quantitatifs pouvant éclairer les directions possibles d'un redéploiement industriel aujourd'hui indispensable. L'élaboration de tels critères est une entreprise difficile. Pour conduire à une information maîtrisable, ils ne doivent pas être tropf nombreux. Ils ne doivent cependant laisser de côté aucune préoccupation importante de politique industrielle. Pour ne pas préjuger de la diversité possible des options, ils doivent être multiples. Ils doivent enfin tenir compte des limitations de l'information statistique disponible. Concision, souplesse, exhaustivité, autant d'exigences évidemment contradictoires. Un « graphique sectoriel d'analyse multicritère » constitue le cœur de cette démarche. Sur la base de ce graphique sont présentés, à grands traits, les principaux caractères de la mutation de l'industrie au cours des années 1960. Les principaux domaines, où se sont manifestées les transformations les plus profondes, sont successivement abordés. Il s'agit de la concentration de l'appareil productif industriel, de sa productivité et les investissements réalisés, de sa rentabilité, et enfin de sa situation dans l'économie mondiale appréciée à la fois sous l'angle de son dynamisme sur les marchés, étrangers et sous l'angle de sa spécialisation.
