Technology and the Least-Developed: A Case of "Economic Backwardness in Future Perspective"?

Abstract: The paper consider the position of the least-developed economies in the face of "technology problems" as these latter are viewed in the development literature. A brief overview of the relation between technology and development precedes a detailed review of the current state of discussion on the following aspects of technology: definition of appropriateness, product and technique choice, transfer costs, absorptive and adaptive capacity, indigenous R&D, trade effects, multi-nationals, biases, market effects, and science and technology policy.
