Abstract:
This paper traces the concept of equalization from the BNA Act to the Constitution Act of 1982. Although Canada's first formal equalization program was not enacted until 1957, the is earlier precedent for programs which effective accomplish the same goal. The amendments to the formal program from 1957 onward, including the most recent proposals, are dealt with in considerable detail
