Dienstleistungsorientierte Projektifizierung und tarifpolitische Fragmentierung: Zwei Fallstudien aus dem Maschinen- und Anlagenbau (Service–based Projectification and Fagmented Collective Bargaining: Two Case Studies from the Metal Engineering Industry)

Abstract: Der vorliegende Aufsatz untersucht, inwieweit eine Temporalisierung der Organisation von Wertschoepfung im deutschen Maschinen- und Anlagenbau eine branchenbezogene kollektive Tarifsetzung unterminieren kann. Zunaechst wird auf theoretischer Ebene das Konzept einer "dienstleistungsorientierten Projektifizierung“ entwickelt, das den Blick auf die interorganisationalen Aspekte einer zeitlich flexibilisierten Wertschoepfung eroeffnet, wie sie sich im Zuge der Dienstleistungsorientierung von Maschinen- und Anlagenbauunternehmen herausbildet. Anhand von zwei Fallstudien wird illustriert, wie eine solche Projektifizierung auf die Verguetungspolitik bei zwei Systemlieferanten insbesondere fuer arbeitsintensive Dienstleistungstaetigkeiten einwirkt. Unsere Fallbetrachtung laesst den Schluss zu, dass selbst industrielle Kernbereiche der deutschen Wirtschaft von einer tarifpolitischen Fragmentierung bedroht sind, obgleich je nach arbeitspolitischer Ausgangslage in den Fallunternehmen in je unterschiedlicher Weise und Intensitaet. (The article inquires how a temporary organization of value creation in the German metal engineering industry might undermine the industry-wide collective wage-setting. We start by deriving our concept of “service-based projectification” illuminating the inter-organizational aspects of a temporally flexibilized value creation process emerging from the service-oriented project business of machine and plant equipment manufacturers. Using two illustrative case studies we illustrate how service-based projectification affects wage-setting at two system suppliers, in particular, for labor-intensive service activities. Our case studies reveal that even the manufacturing core of the German economy is threatened by fragmented collective bargaining, although varying in quality and intensity with the labor relations in the focal firms.)
