Abstract:
Goods that compose the public propriety are affected by satisfy of public interest. Therefore, they need to be protected against all interferences and degradation that could compromise their affectation, a protection that covers various aspects. The first affair concerns the risks of material degradation that can appear from administration negligence, and it is forced at maintenance obligations of the domain or this should be maintained in order to achieve the affected scope. This obligation protect the public domain of administration, as well as its possible negligence, it incumbes public communities, holding the public domain.
