La financiación de las universidades públicas presenciales. Análisis por Comunidades Autónomas del período 1996 a 2004

Abstract: RESUMEN En este trabajo se analiza la evolución que han seguido tanto las variables referentes de las actividades productivas universitarias: demanda académica, oferta de enseñanzas, recursos humanos, etc., como los comportamientos financieros que, a nivel de Comunidad Autónoma, han venido manifestando las diferentes autoridades educativas para atender los desarrollos de las universidades públicas presenciales en los años 1996 a 2004. El estudio de la información disponible evidencia, de una parte, la ausencia de coordinación que con frecuencia se ha venido observando entre los responsables de la política universitaria para el diseño y la implantación de la oferta de enseñanzas universitarias y, de otra, las carencias de criterios objetivos y transparentes para determinar y asignar la financiación pública a las instituciones responsables de la prestación de los servicios universitarios. ABSTRACT In this essay I have tried to analyze the evolution of both the variables regarding the university productive activities such as the demand for higher education degrees, the existing degree catalogues, the human resources domain, etc. and the financial behaviours of the different educational authorities in the framework of any given Autonomous Region in order to satisfy the demands deriving from the development of public presential universities from 1996 to 2004. The research that has been carried out in this field proves that, on the one side, there is a frequent lack of coordination among the different representatives in charge of developing and implementing the university degree catalogues and, on the other side, there is also a lack of objective and clear criteria when deciding and allocating the amounts of public financing funds to the institutions in charge of serving the university communities.
