Ultraperiferia, economía y finanzas públicas de Canarias: Una panorámica

Abstract: RESUMEN: El trabajo analiza las particularidades del sistema de financiación canario, justificado sobre la condición de región ultraperiférica de la Unión Europea. Se examina el marco general de las finanzas públicas, poniéndolo en relación con la dinámica macroeconómica de Canarias. Se concluye que las estimaciones disponibles no parecen ser suficientes para precisar el importe global de las compensaciones que debería disfrutar Canarias por su ultraperificidad. Tampoco parece existir una correspondencia directa entre las ventajas fiscales y su efectividad en términos de desarrollo económico, menos aún durante la última década. De todo ello se concluye la necesidad de reformular el statu quo. ABSTRACT: The paper analyzes the characteristics of the canary financing system, justified on the status of outermost region of the European Union. We examine the general framework of public finances, putting it in relation to the macroeconomic dynamics of the Canary Islands. We conclude that the available estimates do not appear sufficient to specify the total amount of compensation that should be enjoyed by the condition of outermost region. Neither seems to be a direct correspondence between the tax benefits and their effectiveness in terms of economic development, let alone during the last decade. From this we conclude the need to rethink the status quo.
