Gobernanza multi-nivel y política regional europea. La implementación de INTERREG III-A España-Francia

Abstract: RESUMEN El principio de gobernanza multi-nivel rige los fondos estructurales. Este trabajo examina la "traducción" de este concepto en los casos español y francés a través del programa INTERREG que fomenta el desarrollo en las zonas fronterizas de Europa. Mientras los gobiernos autonómicos españoles han ido consolidando su posición, las autoridades territoriales francesas todavía siguen intentando afirmarse respecto al Estado central. A pesar de la presión ejercida por los fondos estructurales y la afirmación política de ciertos territorios, la convergencia hacia un modelo único de gobernanza multi-nivel no deja de ser un proyecto inacabado. ABSTRACT The principle of subsidiarity rules the structural funds. This work analyses the "translation" of this concept into the Spanish and French cases through the INTERREG programme. While the Spanish autonomous governments consolidated their position, the French territorial entities still try to assert their authority vis-à-vis the central State. Despite the pressure exerted by structural funds and the political rise of some territories, the process of convergence towards a unique model of multi-level governance remains a project more than a reality.
