Abstract: Environ 80 à 90% de la population active dans les pays industriels est salariée. Pourtant depuis les années 1980, les politiques publiques ont pour objectif d’encourager la création d’entreprise. Dans un contexte de chômage élevé, la création d’entreprise est une politique d’emploi pour différentes catégories de la population (femmes, jeunes, étrangers, personnes âgées, handicapés, personnes hautement diplômées comme les chercheurs, etc.). L’esprit d’entreprise, qui caractérise le capitalisme, est désormais administré. In industrialized countries, around 80-90% of the working population is salaried. Nevertheless, since the 1980's, the main purpose of public policies has been to encourage the creation of new businesses. In a context of high unemployment, the creation of enterprise is a policy of employment for different categories of population (women, young people, foreign people, elderly people, handicapped people, or high skilled people as for example scientists, etc). The entrepreneurial spirit, which caracterized capitalism, is now administered.
