Abstract:
Le système productif de Gdansk depuis la politique d’ouverture menée par le plan de Balcerowicz (1990) a été radicalement transformé. Dans ce processus une grande importance est accordée à la décentralisation qui a contribué à la naissance de l’autorité locale qui joue un rôle capital dans le développement local. En survolant les étapes importantes du processus du changement économique, nous discutons les nouvelles perspectives de développement du système productif de Gdansk qui sont liées à l’émergence du secteur des high-tech. L’objectif de ce papier est double : nous allons d’une part étudier l’influence de la politique locale sur le développement de ce système, d’autre part l’importance de la transition économique pour le développement du système productif de Gdansk. Since the early 1990s, the production system in Gdansk has gone through a significant structural and organisational transformation. In January 1990 there was introduced a new program called “Balcerowicz’s plan”. The name of this program comes from the surname of minister of finances. Its aim was to transform both the structure and the organization of the local production systems. Decentralization of the state authorities was among most important points for the promotion of local development through the creation of local authorities. In this paper, we investigate about the reorganisation of the production system in the region of Gdansk which is mainly based on the development of traditional sectors. This reorganisation allows the dynamic development of small and medium enterprises. In the same time, the new local policies improved the innovation potential of this region. Those transformations were very functional and had their consequences in dynamic development of clusters in the studied region. This paper has two main aims: firstly, to present the effect of the decentralization process, and thus of local policies, on the industrial development of Gdansk. Secondly, to show the importance of the economic transition on the development of production system in Gdansk.
