Abstract: La question récurrente en Afrique subsaharienne aujourd’hui est de savoir si le secteur non structuré est voué à se structurer à terme, ou constitue-t-il une amorce de développement ? L’analyse concrète montre que peu d’activités informelles ont les moyens techniques et financiers de se formaliser même si en l’occurrence, elles ne disparaissent pas pour autant avec le développement. En revanche, dans ce contexte de crise économique permanente, le secteur informel apparaît comme un véritable moyen d’apprentissage de la création d’entreprise pour les populations (toute catégorie sociale confondue), un vivier d’emplois face au chômage notamment des jeunes et une source de revenus fiscaux, nécessitant une attention de la part des pouvoirs publics. Tel est le cas des Clandos à Libreville. In the current time, the recurrent question in subsaharian Africa is to know if the informal sector will be finally structured or if it constitutes the beginnings of a future development. The practical analysis shows that few informal activities have the technical and financial means to be institutianalized even if they do not desappear with the development process. In contrast, in a context of permanent economic crisis, the informal sector appears as a real tool of entrepreneurship learning for population (all social categories included), as a huge pool of labour to draw on in a population –notably the youngs – facing unemployment and a source of fiscal revenus. Thus, this sector need the attention of public policies. This is the case the “clandos” in Libreville.
