SOCIAL PROTECTION AND THE INCIDENCE OF POVERTY AMONG THE ELDERLY IN ETSAKO WEST LOCAL GOVERNMENT AREA OF EDO STATE, NIGERIA

Abstract:
This study examines the impact of social protection on the incidence of poverty on the elderly in Etsako West Local Government Area (LGA) of Edo State. Using a set of household data generated from copies of structured questionnaire, the Foster, Greer and Thorboecke FGT (1984) in determining the incidence of poverty on the elderly, and Tobit regression model in determining the impact of social protection on the incidence of poverty on the elderly, the results obtained from the study indicates that head count poverty (P0) was 49.3 per cent, expenditure on food was the highest expenditure component of the elderly followed by expenditure on healthcare. Benefits from social assistance was negligible (despite awareness) with little effect on the well-being of the elderly because it was discovered that the cost of accessing such assistance outweigh. The benefit to the recipients given the bureaucracy and corruption that goes with it. Given these outcomes, the study recommends the need for co-ordinated, targeted and frequent social protection (social assistance) for the elderly as a means of improving their welfare and addressing the possibility of this segment of society falling into poverty.
