Abstract: We suggest that the health center Igalo is the main entrepreneurial agent in health tourism in Montenegro. In order to succeed in stimulating economic growth, the health center can benefit from using a regional approach for attracting foreign visitors. Technological knowledge, with a focus on routines, is regarded as the main driver of changing existing practices. Change of routines can have effects on leadership traits and value creation processes, both within the health center Igalo and among other actors in tourism industry. However, due to economical, ethical and political turbulence at Balkan, the conclusions are not clean-cut. Using process research and story telling as the research approaches, the research sheds light on the possibilities and boundaries for heath tourism development in Montenegro
