Is the Bell Tolling for Aged Workers?

Abstract: This paper analyses recent changes in earnings of elderly people in India over the last decade, between 1999-2000 and 2009-10, addressing several research questions including: Has real earnings of aged workers increased over the study period at the national and regional level?; Does the labour market discriminate between elderly (60+ years) and non-elderly (20-59 years) workers? Has such discrimination (if any) increased in this period? Unit level data from two Employment-Unemployment Surveys of the National Sample Survey has been used. Although tests indicate an increase in real earnings of elderly workers, particularly for male workers, the gap between earnings of non-elderly workers and elderly workers has widened. Oaxaca-Blinder decomposition reveals the presence of discrimination, particularly in the non-agricultural sector. The extent of discrimination has also been measured for some broad occupational and industrial categories.
