Abstract:
우리나라 ODA는 최근 급격히 증가하여 2025년 6조 원을 넘어선 가운데, 재정경제부 2026년 예산안에 따르면 ODA 예산은 2025년 대비 약 1.2조 원 감소한 5조 3천억 원대로 예상된다. 국가 재정 상황에 따른 지출구조 조정은 필요하지만, 우리나라의 GNI 대비 ODA 비중은 0.21%로 OECD 개발원조위원회(DAC: Development Assistance Committee) 회원국 평균인 0.33%에는 여전히 미치지 못한다. 이러한 상황에서 국제사회에 공헌하는 책임있는 일원으로서 개도국 발전을 지원하기 위한 지속가능한 개발재원 마련 전략이 필요하다. Korea’s Official Development Assistance (ODA) has recently experienced rapid growth, surpassing 6 trillion KRW in 2025. However, according to the Ministry of Economy and Finance’s 2026 budget proposal, the ODA budget is projected to decrease by approximately 1.2 trillion KRW to 5.3 trillion KRW compared to the previous year. While budgetary adjustments due to the national fiscal situation are necessary, Korea’s ODA/GNI ratio remains at 0.21%, falling short of the OECD Development Assistance Committee (DAC) member average of 0.33%. Therefore, securing financial resources for development is crucial for Korea to remain a responsible contributor to the international community.
