Abstract: Korean Abstract: 본 연구는 중남미 공공조달시장의 조달운영체계 및 시장현황을 분석하고, 국내 기업들의 진출 애로사항을 파악하여 중남미 공공조달시장 진출 활성화를 위한 진출전략을 제시하는 것을 기본 목적으로 한다. 본 연구에서는 ‘공공조달’을 중요한 연구영역으로 삼고 있는데, 일반적으로 공공조달은 공공부문의 조달이라고 하여, 협의로 정부조달을 의미하기도 한다. 그러나 공공조달은 정부기관에 의한 조달(정부조달)뿐만 아니라 국제기구를 통해 공공재원으로 조성된 물품구매나 사업진행(국제조달) 등도 포함하기 때문에, 광의로는 정부조달과 국제조달을 모두 아우른다. 본 연구에서는 중남미 국가 중에서도 칠레와 페루를 주요 분석대상으로 한다. 그 이유는 먼저 이들 두 국가가 중남미 국가 중에서 우리나라와 FTA를 출범시켜 정부조달시장이 개방되어 있기 때문이다. 둘째, 칠레와 페루는 인근 중남미 국가와 풍부한 FTA 네트워크를 구축하고 있어 중남미 시장 진출의 교두보로서 활용가치가 높기 때문이다. 셋째, 시장친화적인 경제정책을 일관되게 추진해오고 있어 중남미 국가 중에서도 비즈니스 환경이 가장 양호해 우리 대기업은 물론 중소기업의 진출 가능성이 높기 때문이다. 먼저 본 연구에서는 중남미 공공조달시장의 현황을 살펴보았다. 그중에서도 특히 중남미 범국가적 차원의 조달이 이루어지는 UN 산하 범미주보건기구(PAHO)의 조달시장 현황을 분석했다. PAHO는 1902년에 설립된, 세계에서 가장 오래된 국제공공보건기관으로, 미주국가들의 보건과 삶의 질을 증진하기 위해 기술협력을 제공하며, WHO의 미주지역 기구로서의 역할을 수행한다. 2013년 현재 PAHO의 총 조달시장 규모는 5억 8,498만 달러에 달하며, 그중 의약품 조달시장이 약 5억 2,141만 달러로 대부분을 차지한다. PAHO는 2000년 9월 저렴한 비용으로 의약품 및 의료제품을 공급하기 위해 전략적 기금(SF: Strategic Fund)을 조성했다. 전략적 기금은 SF 서비스를 원하는 회원국이 PAHO와 MOU를 체결함으로써 참가할 수 있으며, 회원국과 PAHO 본부-지역사무소 간 협력을 통해 사업이 진행된다. English Abstract: This study aims at searching current status of Chile and Peru public procurement market and analysing the method of entering the market for Korean companies. 'Public procurement'in this paper defines to supply goods and services by governments and international agencies. Korea have made an agreement with Central and South America Countries about public procurement part in FTA. (Fermentation: Korean-Chile FTA, Korean-Peru FTA). This study focuses on Chile and Peru government procurement market and UN market by PAHO with connecting Korea by economic agreements. PAHO is an international public health agency working to improve health and living standards of the people of the Americas. It was founded in December, 1902. It is part of the United Nations system, serving as the Regional Office for the Americas of the World Health Organization, and as the health organization of the Inter-American System. PAHO's procurement scale is about 585 million dollars in 2013. PAHO has raised strategic fund for Central and South America Countries's health care projects. PAHO mainly give these countries technical support for health care and procurement process come under technical support process. PAHO's procurement process equates to UN process.
