No 20-6, Policy Analyses from Korea Institute for International Economic Policy

Abstract: 2020년은 우리나라가 OECD 개발원조위원회(DAC)에 가입한 지 10년이 되는 해이다. 지난 10년간 우리나라의 ODA 규모가 두 배 이상 증가한 만큼, 한국은 신흥 공여국에서 중견 공여국으로의 위상 전환을 위해 개발협력의 중장기 발전방향을 모색할 필요가 있다. 본 연구는 우리나라의 ODA 성과를 양적 측면 이외에 전략 및 정책 이행 관점에서 종합적으로 검토하고 정책 개선과제 및 중장기 발전방향을 제시하는 것을 목적으로 한다. DAC 가입 이후 우리나라의 ODA 성과를 국제개발협력 기본계획, 국가협력전략, 분야별 전략 등 주요 전략과 정책의 이행 관점에서 종합적으로 검토하여 정책적 시사점을 도출하였다. 뿐만 아니라 ODA 성과관리 현황 분석을 바탕으로 개선과제를 도출하고, 한국 ODA 정책에 대한 수원국 인식조사를 통해 우리나라 ODA에 대한 인식 수준을 확인하고, 인식 개선 및 ODA 효과성 제고를 위한 정책대안을 제시하였다. The purpose of this study is to present long-term policy directions for development cooperation through an evaluation of Korea's ODA performance over the past 10 years. Korea's achievements in the area of official development assistance since joining the OECD Development Assistance Committee were comprehensively reviewed from the perspective of implementing major strategies and policies.
