Abstract: This study analyzes the relationship between wages and education levels, estimating the private returns of the formal education in the region of Mar de Cortes based on the Human Capital Model. The empirical data of this research are yielded from the National Survey of Urban Employment of the third quarter of 2002. The results show that private returns from formal education are around 10% and those from graduate studies are greater than any educational level. Therefore, it may be observed a direct relationship between development and returns in that the cities with higher levels of relative development (the case of Tijuana) perceive greater incomes in contrast to those with less development levels (the case of Tepic).
